The Deligate of Estonia believes that the Global Financial Crisis in 2008-2009 has mainly affected the Unemployment rate and is therefore suggesting to have a backup plan in the resolution. Question

Could the "backup plan" please be defined? Does this refer to a plan to increase employment rates, or does it refer to a second clause in the resolution concerning unemployment?
