The delagete of estonia belives that the IT technology does not affect that many developed countries but mainly the countries that do not yet have IT technology
2.
The delegate, when whriten "in the next 2 years" was not refering to the law holding on for 2 years rather that all countries have passed these laws by 2012

Many thanks to the delegation of Estonia for the reply. However, the delegation of the Russian Federation must point out that countries that do not yet have IT technology do not at all have much impact on the global economy. As the delegation from Estonia ever so eloquently pointed out in his/her original resolution proposal, the financial crisis as of late had emanated from developed nations with larger economies, namely the United States. The Russian delegation believes that instead of pushing for IT development in undeveloped countries(whom cannot influence the global economy quite as much), the UN should be pushing for new policies regarding monetary and financial restrictions.

I am afraid the delegation of Estonia has misunderstood my proposal. The Russian delegation proposes that there be no clause regarding IT technology at all.
